What is an HRA?
A Health Reimbursement Arrangement (HRA) is a tax-advantaged health benefits solution where employers give a monthly allowance to employees for qualified medical expenses and insurance premiums. The employer sets the budget, and the employees buy healthcare plans from the ACA or state marketplace.
Since Texas does not have a state health insurance marketplace, employees buy health plans through the ACA Marketplace.

In the Texas 2025 legislative session, lawmakers showed support for lower health insurance premiums and some plan design flexibility through SB1, which focused on funding and flexibility for the Teacher Retirement System1.
