In most states, Open Enrollment runs from November 1 to December 15. 
  2. Confirm who is eligible. Technically, you must offer it to all eligible employees, which means all full-time employees. If you have a mixed workforce, then ICHRA may be a better HRA plan for you.

There aren't minimum contribution or participation requirements, but the IRS sets a maximum reimbursement limit, so make sure your budget falls within that. When determining the reimbursement allowances, determine which expenses you will reimburse (like health insurance premiums only or premiums and medical expenses) and make sure it applies equally to all eligible employees.
