What is an HRA?

A Health Reimbursement Arrangement (HRA) is a tax-advantaged health benefits solution where employers give a monthly allowance to employees for qualified medical expenses and insurance premiums. The employer sets the budget, and the employees buy healthcare plans from the ACA or Healthplanfinder, the WA state health insurance marketplace.

Washington Health Benefit Exchange (WAHBE) allocates state funding for health insurance and supports HRAs

The Washington Health Benefit Exchange has acknowledged that the expiration of enhanced premium tax credits and elimination of federally subsidized coverage has put healthcare access and affordability in crisis. In response, WAHBE allocated $65M to the state premium assistance program, Cascade Care Savings, to offset these federal losses.2

The Washington Healthplanfinder portal was also updated to allow users to input their employer’s HRA contribution amount. The system then automatically calculates the remaining premium and applies state Cascade Care Savings to the balance.

Washington HRA frequently asked questions

Why is Washington State a good place to offer an HRA?

Washington has its own health insurance exchange, Healthplanfinder, which offers a robust and diverse array of insurance plans. This thriving market ensures that employees have plenty of options to find a plan that fits their specific doctors and medical needs, which is the foundation of a successful HRA.

What are the types of HRAs available in Washington?

There are two primary options depending on your business size and goals:

  • ICHRA (Individual Coverage HRA): Available for businesses of any size. It offers the most flexibility, allowing employers to offer different reimbursement amounts to different classes of employees (e.g., full-time vs. part-time).

  • QSEHRA (Qualified Small Employer HRA): Specifically for small businesses with fewer than 50 employees that do not offer a group plan. It has set annual contribution limits.

What are the tax benefits for my WA business and my employees?

HRAs are highly tax-efficient:

  • For Employers: Reimbursements are 100% tax-deductible as a business expense and are free from payroll taxes.

  • For Employees: Reimbursements are generally tax-free, meaning they don't count as taxable income, providing more buying power for their healthcare.

What is the landscape of state support for HRAs?

The state's commitment to healthcare innovation is another contributing factor to HRA vitality. Washington has always been at the forefront of embracing new healthcare strategies, and HRAs are no exception. As such, businesses can count on the state's support and regulatory framework as they navigate the world of HRAs.
