What is an HRA?
A Health Reimbursement Arrangement (HRA) is a tax-advantaged health benefits solution where employers give a monthly allowance to employees for qualified medical expenses and insurance premiums. The employer sets the budget, and the employees buy healthcare plans from the ACA or Healthplanfinder, the WA state health insurance marketplace.
The Washington Health Benefit Exchange has acknowledged that the expiration of enhanced premium tax credits and elimination of federally subsidized coverage has put healthcare access and affordability in crisis. In response, WAHBE allocated $65M to the state premium assistance program, Cascade Care Savings, to offset these federal losses.2
The Washington Healthplanfinder portal was also updated to allow users to input their employer’s HRA contribution amount. The system then automatically calculates the remaining premium and applies state Cascade Care Savings to the balance.
